U.S. Arms Bahrain While Decrying Russian Weapons in Syria

UNITED NATIONS, Oct 11, 2011 (IPS) – Peeved at Russia’s Security Council veto derailing a Western- sponsored resolution against Syria last week, U.S. Ambassador Susan Rice implicitly accused the Russians of protecting the beleaguered government of President Bashar al-Assad primarily to safeguard their lucrative arms market in the Middle Eastern country.

But around the same time, the United States was evaluating a 53- million-dollar weapons contract with Bahrain, where political unrest has claimed the lives of 34 people, mostly civilians, at least 1,400 others have been arrested, and more than 3,600 dismissed from their jobs for participating in street demonstrations demanding a democratic government.

“The U.S. government appears hypocritical when it condemns the use of force against Syrian protestors but condones similar behaviour in Bahrain,” Dr. Natalie J. Goldring, a senior fellow with the Center for Peace and Security Studies in the Edmund A. Walsh School of Foreign Service at Georgetown University, told IPS.

Sadly, she said, the administration of President Barack Obama is on shaky ground when it lectures other countries about their arms transfers.

“Its recent announcement of proposed weapons sales to Bahrain signals business as usual, at a time when we should be doing the opposite,” she said.

The proposed arms contract, which has triggered strong protests from human rights groups, includes 44 armoured high mobility multipurpose wheeled vehicles (HMMWVs), wire-guided and other missiles and launchers, along with related equipment and training.

Maria McFarland, deputy Washington director at Human Rights Watch, said, “It will be hard for people to take U.S. statements about democracy and human rights in the Middle East seriously when, rather than hold its ally Bahrain to account, it appears to reward repression with new weapons.”

Goldring pointed out that Ambassador Rice said the opponents of the U.N. resolution would rather sell arms to the Syrian regime than stand with the Syrian people.

“Transferring weapons to Bahrain leaves the U.S. government vulnerable to the same accusation that we would rather sell arms to the Bahrain regime than to stand with the people of Bahrain.” she added.

The Obama administration would be in a much stronger position to influence other countries behaviour if it stopped selling weapons to countries that abuse their citizens’ human rights, Goldring said.

Although a majority of the Security Council members – nine out of 15 – voted in favour of last week’s resolution, qualifying it to be adopted, the two vetoes by Russia and China negated the positive result.

The draft resolution, which strongly condemned the continued grave and systematic human rights violations by Syrian authorities, drew positive votes from Bosnia and Herzegovina, Colombia, France, Gabon, Germany, Nigeria, Portugal, the UK and the United States.

The countries abstaining were India, Brazil, South Africa (collectively known as IBSA) and Lebanon.

The resolution, which was co-sponsored by France, Germany, Portugal and the UK, also called on Syria to immediately cease the use of force against civilians.

If Syria failed to do so within 30 days, the Security Council would consider “other options”, a euphemism for economic and military sanctions.

Pieter Wezeman, a senior researcher in the Arms Transfers Programme of the Stockholm International Peace Research Institute (SIPRI), told IPS Russia is Syria’s most important arms supplier.

In the past five years, he said, Russia delivered an estimated 36 Pantsyr-S1 mobile air defence systems and a quantity of Igla-S man portable surface-to-air missiles.

All indications are that more is on order and to be delivered, including reportedly 24 MiG-29SMT combat aircraft, a Bastion coast defence system with Yakhont missiles, several Buk longer range surface-to-air missile systems and an unknown number of YAK-130 combat trainer aircraft.

“Altogether the Syrian orders make up a significant amount in revenues for the Russian arms industry,” Wezeman said.

After losing the Iranian and Libyan markets, he said, they would not be keen to lose this market too, and this is likely to be one reason, amongst others, for Russia to resist arms-related sanctions on Syria.

Goldring told IPS that Syria is a key Russian political and military ally in the Middle East. But Russia also has strong economic motivations to maintain this relationship.

According to a recently released Congressional Research Service report, Syrian arms sales accounted for nearly a quarter of Russia’s global arms sales agreements reached between 2007 and 2010.

“While China has also had an active arms transfer relationship with Syria, Russia has dominated the Syrian market, accounting for nearly 90 percent of all arms sales agreements with Syria between 2007 and 2010,” Goldring said.

After China and Russia vetoed the Security Council resolution, Ambassador Rice said, “Those who oppose this resolution…will have to answer to the Syrian people and, indeed, to people across the region who are pursuing the same universal aspirations.”

She didn’t refer to China and Russia by name, although they were the only countries that voted against the resolution.

“Russia and China seem to have united against a common adversary. Together, they’re acting as a counterweight to U.S. diplomatic and military activity in the Middle East,” said Goldring.

After the vote, Rice told reporters: “No, I don’t think diplomacy or pressure has reached a dead end.”

“I mean, the fact of the matter is, despite the vote that we saw today in the Council, the majority of members supported the resolution,” she said.

“This is not, as some would like to pretend, a Western issue. We had countries all over the world supporting this resolution, and we have countries throughout the region who have been very clear that the brutality of the Assad regime has to end and that the behaviour of the regime is absolutely intolerable.”

“My wish is that Syria’s mosaic of sects and religions learn to live with each other.”

Excellent sentiments.

Outside military intervention in Syria’s affairs is not an option. Syria’s current GDP of $5,043 per capita can grow by at least 5% p.a. from 2013 onwards if the situation stabilises. It is very difficult to not get swept in the waves of animosity and violence but this energy must be resisted. All Syrians must look for non-violent solutions to their problems.

On Syria, she voiced support for the burgeoning opposition against the regime of Syrian President Bashar Assad, but said the primarily Sunni protesters “have a lot of work to do internally” toward becoming a truly national opposition movement that also represents the aspirations of Syria’s minorities.

“It is not yet accepted by many groups within Syria that their life will be better without Assad than with Assad,” Clinton said. “There are a lot of minority groups that are very concerned.”

A lurid story about the Syrian government beheading an opposition activist was paraded by newspapers and major human rights organizations, until the activist resurfaced — alive. Phil warns about the Iraq wool being pulled over our eyes.

We hear similar complaints from Eritrean commentator Thomas Mountain, who takes issue with the manner in which Hollywood movie stars are busy “helping” refugees in Africa. Angelina Jolie, a goodwill ambassador who called for the bombing of Sudan, this time held a press conference to bring attention to the plight of 750,000 refugees in Somalia.

“I think something has started that I don’t see stopping.”

In fact, the refugees in question had fled war, not starvation. Now, Angelina Jolie is focusing on Syrian refugees in Turkey, at a time when Turkey is threatening to attack Syria. When the Hollywood celebrities start surrounding your country, watch out!

Israel to free 1,027 Palestinians for Shalit – October 12, 2011

The exiled political chief of the Islamist Hamas movement, Khaled Meshaal, said in Syria on Tuesday that Israel would free 1,027 Palestinian prisoners, 27 of them women, in exchange for soldier Gilad Shalit.

“Hamas and Israel have reached an agreement under which 1,027 Palestinians, of whom 27 are women, will be freed in two phases,” Meshaal said at a news conference in Damascus broadcast on Arabic-language television channels, calling the prisoners “our heroic detainees.”

Meshaal hailed Egypt for its role as a mediator in the agreement, and said 450 prisoners would be set free “in one week” and another 550 “in two months.”

“It is a great achievement, a qualitative success,” Meshaal said.

“Because of this accord, there will no longer be any women in the jails of the enemy.”

He said that of the Palestinian prisoners to be released, “315 were sentenced to life and others are serving terms of more than 10 years.”

In case of necessity Turkey is prepared to break out war with Syria, said Ahmet Davutoglu, Turkey’s foreign minister, newspaper Timeturk reported.

Turkey is an independent state and makes by itself all decisions connected with the region, Davutoglu underscored.

According to Davutoglu, some countries say Turkey is acting in an agreement with the West, but it is wrong.

The Turkish armed forces are holding exercises in the Hatay area bordering Syria.
The exercises to end on Oct. 13 involve 730 military and 40 military vehicles.

The Syrian authorities have repeatedly concentrated the security forces in regions bordering Turkey due to exodus of the Syrians back after the riots. Syrian units, including tanks, were approaching the boundary line at a distance of 500 meters.

Some in Turkey argue that the Syrian troops conducted an operation in the border area to capture soldiers and deserters, trying to break in Turkey.

The Turkish Foreign Ministry earlier expressed concern in connection with Syria’s military operations near the border and warned about the dangers of the Syrian side of such actions.

Meanwhile, the total number of Syrian nationals who fled to Turkey reached 7,605. They are housed in five camps under the administration of the Turkish Red Crescent.

Syrian Kurdish Opposition Skeptical Despite Kurdish Rights Declaration

Some Kurdish leaders have praised a leading Syrian opposition group’s declaration recognizing Kurds, but others warn that the deep Kurdish mistrust of Arab and Islamic factions has not waned.

Nearly eight months after anti-government protests Syrian Kurdish factions and leaders remain divided over whether to participate in the demonstrations and in a broad-based coalition of opposition factions known as the National Council. The council, which primarily meets in Istanbul, has emerged as the most powerful Syrian opposition group and is planning for the fall of Bashar al-Assad’s regime.

In a meeting in Istanbul earlier this month, the council said it would recognize Syria’s Kurdish minority in a post-Assad Syrian constitution – a key demand of Kurds who have long faced discrimination in Syria.

The decision eased some Kurdish leaders’ concerns that the Arab-led council was not taking Kurdish demands seriously. Several Kurdish leaders have boycotted the council, although the body also includes many top Kurdish figures such as Michel Tamo, who was gunned down in his home last week.

Abdulbaqi Yusuf, a National Council member from the United Kurdish Party in Syria, said the recognition was an important feat for Kurds.

The National Council declared at the conference, held October 2-3, that the Kurds are an important component of the Syrian community and that their rights must be protected in the new Syrian constitution.

Mahmood Muhammad, who is also a leader from the United Kurdish Democratic Party in Syria, told Rudaw, “The Kurdish movement’s demand that Kurds be recognized as the second largest community in Syria and that their political and national rights be protected. We live in Syria and are different from the Arabs.”

However, he remained skeptical of the council, saying, “The goal of the Syrian National Council meeting in Istanbul is to tell the world that the Kurdish role in this revolution is weak and that the future new rule of Syria will be in the hands of Muslim Brotherhood.”

Muhammad maintained that he was happiest with a declaration by a Syrian secularist group, the Coalition of Secular and Democratic Syrians that called for the Kurdish right to self-determination in Syria. The coalition was created in Paris in September as a rival to the National Council over concerns that the council was led by Islamists.

Yusuf asserted that the council’s recognition by powerful western nations such as the United States, France, Canada and the United Kingdom was a turning point for the body and helped bring together divergent groups, even though the opposition remains fractured. He said groups focused on reconciliation with the regime have pulled out of the body, which aims to topple the Syrian regime.

Abdulbasit Hamko, a Kurdish leader living in Germany who is participating in the opposition council, believes the body is generally successful but that secularists and tribal representatives “disagreed with the Muslim Brotherhood’s attitude, especially in deciding the number of representatives in the council. So they participated in the council but weren’t entirely happy. But in order to achieve the recognition of the international community, they had no choice but to follow the National Council’s decisions.”

I’m still appalled by the false anti-regime trash that’s been in the non-Syrian newspapers. But assuredly it’s true that very nearly everybody in Syria knows that trash is what it is. Hence the net effect must be to strengthen the sympathy and support for the regime in Syria, which is the exact opposite of what the dissidents intended their trash to have. The dissidents lost the media war in Syria.

In most foreign countries including Arabic countries the trash has been understood to be not trash. For instance Joshua Landis summarily said on this blog on 3 Aug 2011 “There is no doubt that the vast majority of the opposition was peaceful and was being met with deadly government force and snipers.” So Joshua Landis believed that the Syrian government was lying and lying about its policy of not using deadly force against peaceful demonstrators. He believed that security personnel in cities all over the country were opening fire at unarmed demonstrators under orders from commanders, despite the clearcut and often-repeated official policy to the contrary. The people of Syria have heard that scurrilious story many times and they don’t believe it at all. The people agree that the official policy is the right policy, and they know that the Syrian army is the army of the people, by the people, for the people, and that the official policy is the policy.

More generally, they know that the message of the dissidents is riddled with deceit.

The trash news, besides undermining the respectability of the dissidents in the aspect of honesty, has also undermined the respectability of the dissidents in the aspect of their association with pig ignorant foreign powers. Especially, the trash in the foreign news outlets has been the key rationale for the trade sanctions by the foreigners against Syria. The trade sanctions have damaged the respectability of the dissidents in Syria and have enhanced the national unity of Syrians — if you’ve got a reason to disagree with that, let’s hear it. The European sanctioning against Addounia TV is a notable example of something that nearly every Syrian understands is wrong. The sanctions against oil exports is another.

The dissidents have been paying a penalty for their dishonesty and I expect they’ll be paying more penalty going forward. Here’s an opinion dated 23 Aug 2011 — which I believe is shared by quite a few pro-regime Syrians — from a head of the Syrian Baath Party Regional Leadership, who is also deputy chairman of the National Dialogue Commission: “It [the trash in the foreign news media] gives us strength and it helps the Syrian State. And there wil be [further] backlash against it going forward [in Syrian public opinion].”

Farewell my friend. I have not contributed much on SC but because of people like you SC became one of my frequently visited sites. Your articles were interesting and informative. I hope I could share your optimism about Syria’s future. Having just watched another episode of leader worship on Syrian TV I’m fairly convinced there is not enough space in Syria for both ways of thinking. Today I see it as a battle between those who want to preserve Assad at the expense of everything, including the lives and dignity of their fellow citizens and Syria’s future, and those who want a homeland they can be belong to and be proud of. It really is as simple as that and I don’t care what motivates the other side, be it fear, sectarianism, greed or just pure stubbornness.

Would you prefer an episode of fundamentalist worship? What is on Syrian TV right now is the voice of Syrians. It’s Syrians who are letting the world know they stand by their leader and reject this foreign funded revolution of terror. It’s a show of gratitude to the countries that stood by Syria and their beloved leader. It’s United Secular Syria. By the way, one of the many chants so far during the rally was “America w Europa barra barra, Souria hourra hourra”. Another was Al Sha3ab yourid Bashar Al Assad, in plain English, the people want Bashar Al Assad.

So you support the degradation, humiliation, and segregation of all that do not belong to the fundamentalist, extremist organisations? The current government in Syria is not sectarian, and you, as well as many other people who oppose it, know that. Different religions and sects are not just tolerated in Syria. They are embraced and respected. If the fundamentalists get their way, that will diminish. We will see a country that has gone from prosperous and secular, to a country that is backward and sectarian. The international community also desires such a government in Syria, as long as it is a puppet to their every command. Much like other Arab nations. I could not agree more!
A dear friend of mine, who visited Syria years ago and fell in love with the country and culture introduced me to SC and a couple of other blogs.
I never felt drawn to either reading or posting then; Politics was polarized for the most part of my life; One can be either with or against the regime.
Indulgence would either risk one’s life or living or promote both, risking becoming a hypocrite.

Manama, Qatar- Qatar’s Emir Shaikh Hamad Bin Khalifa Al Thani has called for an end to the violence in Syria. “There are Arab moves about what is going on in Syria,” Shaikh Hamad told pan-Arab broadcaster Al Jazeera.

“The Arab League and Arab countries are making moves, but the most important thing needed right now about the situation in Syria is an end to the bloodshed and finding a way for people to discuss together their issues and move away from the almost daily killings,” he said.

Shaikh Hamad said that the Syrian national council was an important step forward.

“Syria will benefit if the government could sit down and agree with the council on a new constitution that will preserve the country’s balance and build a new future,” he said. “I believe that this would be a good development. I believe that this council almost has its legitimacy from the protestors in Syria.”

Earlier on Monday, Qatar’ prime minister called for an end to the violence and for a prompt start of reforms in Syria.

“There should be immediate action to stop what is happening in Syria, as we see a toll of victims from various ages, including men, women and children,” Shaikh Hamad Bin Jassim Bin Jabor Al Thani said.

“Obviously, both sides are insisting on their stances, so we need to have a procedure to put an end to the situation. The Arab League has to assume its responsibilities,” Shaikh Hamad, who is also his country’s foreign minister, said in Kuwait City.

Qatar was the first Gulf Cooperation Council (GCC) country to pull out its ambassador in Damascus in mid-July after its embassy building was attacked by a mob reportedly upset over the coverage of the Doha-based Al Jazeera channel of the developments in the country.

Despite apologies from Syria, Qatar did not re-open its embassy. In August, Saudi Arabia, Kuwait and Bahrain recalled their ambassadors in the Syrian capital “for consultations.”

AMMAN, Oct 12 (Reuters) – In a restaurant in the once bustling Hamidiyah souk of the old city of Damascus, waiters prepare to serve a handful of customers in an ornate room with many empty tables. A singer now performs there weekly, instead of every day.

“The number of customers has almost halved,” says Ahmad, a manager at the famous Abu al Izz restaurant, as he reminisces over days when he would turn away diners who could find no place to sit at the establishment’s 250 tables.

Across cities, towns and rural parts of Syria, six months of pro-democracy protests aimed at overthrowing President Bashar al-Assad, and their violent suppression, have claimed hundreds of lives and put severe stress on the country’s $60 billion economy.

Business sentiment has soured alongside a strong security presence in the capital and major cities, while in the restive provinces of Hama and Idlib, army checkpoints have transformed some residential areas into conflict zones.

In the five years before the uprising, when the authorities reformed a Soviet-style command economy to allow greater private sector involvement, boutique hotels sprang up in the old city of Damascus to cater to tens of thousands of tourists from Europe and weekend visitors from neighbouring countries. Many of these hotels say they are now welcoming few if any guests.

“There is no occupancy at all and I don’t know if I am going to close or continue,” said the owner of a 12-room boutique hotel in an area where several establishments that housed European and American tourists have shut.

“I wish we could see foreigners, but the only people in the old city are Iranians. These are now the only visitors, along with weekend shoppers from Lebanon who are supporting the markets,” the owner, who requested anonymity because of the sensitivity of the issue, said by telephone.

The economy has also been hit by international sanctions designed to pressure Assad, including a ban on Syrian oil sales to the European Union. The country has been earning some $2.5 billion a year from oil exports but must now look for customers further afield, who may pay less than Europe.

Last month Syrian Finance Minister Mohammad al-Jleilati played down the impact of the sanctions on government revenues, predicting the economy would grow 1 percent this year. Syria is cushioned by foreign reserves that were estimated at around $16-18 billion before the crisis — a sizeable amount for an economy of its size — and low government indebtness, estimated at just $6 billion by private economists.

But businessmen and analysts say the economy is shrinking; the International Monetary Fund last month forecast a 2 percent contraction for Syria in 2011, in contrast to 3 percent growth which it predicted earlier this year. Some private economists think the recession could be worse.

“The impact of the unrest is very negative and in many sectors it’s hard to quantify, but there is a recession almost across the board, from tourism to real estate to investment,” said Nabil Sukkar, a former economist with the World Bank who runs an economic think tank in Damascus.

Last month authorities imposed a ban on most imports in an effort to save foreign currency reserves, but this was revoked days later after soaring domestic prices provoked outrage in the business community, which has close ties to the government.

“The ban was short-sighted. It would have led to unemployment and encouraged smuggling. Even now prices have not gone down sufficiently as yet,” said Sukkar, who predicted the economy would suffer stagflation — stagnant growth and high inflation — in coming months.

The authorities subsequently announced the central bank would reduce its role in financing imports. Minister of Economy and Trade Mohammad Nidal al-Shaar said the government had made a “mistake by financing everything in the past and is now leaving businessmen to seek other financing outlets”.

Now, monetary authorities will only help importers of basic commodities and essential foodstuffs with tariffs of under 1 percent, Shaar said.

“Let’s say if we were financing 100 million before, now we are only financing 25 or 27 million so as to prevent the depletion of Syria’s currency reserves, which is our wealth, while continuing to finance the essentials and food requirements of people.

“Frankly, I am against financing the imports of the private sector by the central bank. This is not its job,” Shaar added.

This has caused private businessmen to worry about access to trade financing. In more normal conditions, private banks could be expected to step in and play a bigger role, but this may be difficult as the political uncertainty causes hoarding of foreign currency.

A run on the currency, the Syrian pound, was only averted after the central bank raised interest rates. Bankers estimate Syria’s reserves have dropped by at least $2 billion this year as the central bank has pumped in foreign currency in an attempt to halt the pound’s fall in the black market.

Despite its efforts, pressure has been mounting on the pound, which has been changing hands in the black market at more than 52 to the dollar. In recent weeks authorities have allowed the official exchange rate to rise just above 49 pounds from a previously fixed rate of 47.4.

“There is a shortage of dollars in the market and it’s gone up almost 10 percent in the last few weeks. No banks or the state are selling dollars and you have to go to the black market, where rates are going up,” said Ghaith al-Mufti, a local businessman.

INVESTMENT

There is one bright spot for Syria’s economy this year: the end of a drought that has ravaged crops over the last few years. Wheat production looks set to pick up to about 4 million tonnes in 2011 from 3.4 million last year.

But this is unlikely to offset the damage to the economy’s medium-term prospects as the political uncertainty deters investment.

Big investment projects to which Gulf investors have pledged billions of dollars — real estate developments and shopping complexes — have not been formally suspended. But at least some of them appear to have been put on hold as local residents report little or no construction activity at the sites.

In the fertile southern province of Houran, the unrest has disrupted an important cash cow for state coffers in the form of taxes that range from construction permits to electricity and water bills, residents say.

So far many members of Syria’s powerful business elite have tacitly backed the regime. Merchants in Damascus and Aleppo, and landowners in Homs and Hama, need to cooperate with officials of Assad’s dominant Alawite minority to conduct their businesses.

But as the economic slump continues, it raises the possibility that businessmen will become more ambivalent or even critical of the government.

“They no longer want Assad. They have lost respect for the regime and they are saying, who are these people? They no longer fear them as before,” one prominent Damascus-based trader said on condition of anonymity.

A textiles shop next to the Medhat Basha souk in Damascus prominently displays a poster that reads: “We are with you, Bashar al Assad, the merchants of Damascus.”

The shopkeeper’s neighbour whispers on the phone that government security forces have in recent weeks been paying more and more frequent visits to the area, reminding store owners to hang posters and asking for a share of the shops’ dwindling profits.

Syrian opposition (SNC) says no dialog with Assad

The opposition Syrian National Council will not hold talks with the authorities, the council’s interim head, Burhan Ghalyoun, said on Tuesday.

“No negotiations with Bashar Assad, no agreement with the despotic regime in any form,” he said in an interview with Lebanese television.

The opposition leader laid the entire blame for the tragic events in the country at President Assad’s doorstep.

“He is a criminal. He is responsible for issuing orders to kill and arrest thousands of Syrians,” Ghalyoun said.

“That’s enough blood, enough crime – spare your people,” he said addressing the Syrian president.

In its struggle for freedom and democracy the Syrian opposition “will not ask NATO for military assistance,” Ghalyoun said.

Syrian opposition leaders announced the creation of the Syrian National Council, aimed at toppling embattled President Bashar al-Assad, on Sunday.

On Wednesday, Ghalyoun condemned Russia and China for vetoing a UN Security Council draft resolution urging the Syrian regime to immediately stop violence against protesters or face “targeted measures.” The opposition leader said the veto “encourages violence in Syria.”

However, on Tuesday some Syrian opposition representatives in Moscow said they welcomed the veto.

“Don’t you believe the media saying the Syrian opposition was against the veto,” delegation head Nadri Jamil said.

“We have come to Moscow to say that we welcome the Russian and Chinese veto… We treasure our friendship with Russia,” he said.

Russia and China have faced strong criticism from the West for blocking the document, which was put forward by France with Britain, Germany and Portugal.

Russia said the Western-backed blueprint was “unacceptable” because it contained a one-sided condemnation of the Assad regime and the prospect of sanctions that might lead to foreign military interference in Syria.

The number of victims of the Syrian unrest has climbed to some 3,000, according to the UN human rights body. The Syrian authorities, who have used force to quench nation-wide protests, deny the figure, speaking of 700 police and security officers killed by members of “terrorist gangs.”

The Syrian opposition (Inside SYRIA) ready for dialog with Assad

The toppling of President Assad`s regime will result in chaos in Syria, members of the delegation representing the Syrian opposition said following the talks with Russia diplomats in Moscow on Tuesday.

What was the most important about the talks in Moscow is that the Syrian delegation confirmed that the opposition is ready for a dialog with the Assad regime in Damascus (a thing which they had been strongly opposing before).

Speaking before the journalists, the head of the Syrian delegation Qadri Jamil said that any interference in Syria’s domestic life would be interpreted as occupation. He added that the opposition is seeking for a diplomatic solution to the crisis.

“We`ve working to bring long-anticipated changes to Syria`s economic, social and political life. We need a new constitution, which should be approved through a series of talks between all political parties existing in Syria. However, we believe that the situation has worsened as chances of foreign interference are quite high. That is why we have come to Moscow. We appreciate the fact that Russia and China vetoed the UNSC resolution on Syria. We are against any foreign interference. Look, the death toll from NATO bombings in Libya stands at 60,000. We, who represent the opposition forces, want effective democratic reforms, and we want to defend our national identity”, Mr. Jamil said.

I do not know for a fact!
But, glad that you raised that question!

There is no prior, non-political defection of an attorny to guage whether his abscence from the spot light should be regarded as unusual.

Bakkour was neither an activist nor an army officer; He was a professional.
His stated reason for defection was the disgruntlement and refusal to partake in illegal doings with the regime.

Having reached safety and handed his evidence to professional human rights bodies would mean to him that his mission was accomplished.

Huge Damascus rally backs President Bashar al-Assad

Tens of thousands of Syrians have rallied in support of President Bashar al-Assad in the capital Damascus.

Some held placards saying “the army and people are with you, Bashar al-Assad” and “Syria is our country and Assad our president”, reported AFP news agency.

Others thanked Russia and China for blocking a UN resolution condemning Syria’s crackdown last week.

The UN says nearly 3,000 Syrians have died since anti-government protests began in March.

Activists say tens of thousands of Syrians have been arrested.

Allies losing patience?
The government blames armed “terrorist gangs” for the trouble, and says 1,100 members of the security forces have been killed.

In Wednesday’s demonstration, thousands of Syrians waved the national flag under a huge portrait of President Assad, in the biggest show of the support for months.

The rally took place in the centre of Damascus – an area largely untouched by the anti-government protests that have convulsed the city suburbs and other parts of the country.

At the start of the demonstration, a man suspended by rope from a helicopter flew over the crowd, bearing the Russian and Chinese flags, Reuters news agency reported.

Beijing and Moscow vetoed a draft UN resolution threatening “measures” against the Syrian regime if it did not end its repression of the protests on 4 October.

But both countries have also recently urged Damascus to adopt reforms swiftly – a sign, correspondents say, that they too may be losing patience with the Assad government.

Thank you for years of outstanding posts. Of all posts on Syria Comments, yours were always though provoking. In addition, your replies to comments on your posts were always thoughtful, educational, and down to earth interactions that remind me of very pleasant conversations at the dinner table after the plates have been cleared and the lights dimmed.

With Joshua’s correct decision to dedicate himself to his academic career, which I strongly supported, Syria comment lost the academic luster. Now with your decision, which I also understand, it will lose its grounding to the bread and olives, the essence of politics, and the unspoken of core of all political arguments. It remains to be seen what will fill the voids. And I will hang around, most times as an eavesdropper, in hope of seeing a casual visit by you or Joshua every once in a while.

Syria bypassed worst part of crisis for citizens’ awareness: president – 2011-10-12

DAMASCUS, Oct. 12 (Xinhua) — Syrian President Bashar al-Assad said Wednesday Syria has bypassed the worst part of current crisis due to its citizens’ awareness, the official SANA news agency reported.

Assad made the remarks during his meeting with a delegation from the Syrian Social Nationalist Party in Lebanon, stressing that Syria “would benefit from what has happened to develop the society and become a model in the region.”

For its side, the delegation said that Syria would succeed in facing all attempts that target its “national path and state of stability,” according to SANA.

Earlier in the day, hundreds of thousands of al-Assad’s supporters thronged a main square in Damascus to support their leader and express gratitude for China and Russia, who vetoed a UN Security Council draft resolution that would have condemned Syria for its alleged crackdowns on opposition protesters.

Syria has been wracked by six-month-old unrest it blames on foreign conspiracy and foreign thugs because of Damascus’ support for anti-Israeli groups such as Lebanon’s Hezbollah and the Palestinian Hamas.

Syrian Foreign Minister Walid al-Moallem has recently put the number of army officers and law-enforcement troops killed since the eruption of protests in Syria in mid March at 1,110, while a recent UN tally put the number of civilians and security forces who were killed during the crisis at nearly 2,900.

DAMASCUS, Syria– Tens of thousands of Syrians thronged a main square of the Syrian capital and nearby streets Wednesday in a huge show of support for embattled President Bashar Assad, as he struggles to quell a seven-month-old uprising. Opponents charge such rallies are staged by the regime.

International pressure is building on Assad to step down over his regime’s bloody crackdown on anti-government protests that the U.N. says has left nearly 3,000 people dead.

Wednesday’s demonstration was intended to show that Assad still enjoys the support of many Syrians. the gathering was huge in comparison with frequent, almost daily anti-regime protests across the country since March which are often met by tear gas and gunfire from police and security forces.

Organizers said the Damascus rally was also meant to thank Russia and China for blocking a U.N. Security Council resolution condemning Syria for its brutal crackdown. Their vetoes last week drew heavy criticism from the U.S.

The demonstrators converged on the Damascus square early Wednesday, waving Syrian flags and pictures of Assad, as well as Russian and Chinese flags.

Some wore white T-shirts with a photo of Assad with the Arabic word “Minhibbak,” or “we love you.” Previous “Minhibbak” pro-Assad demonstrations have been mocked by the opposition and dismissed as staged events.

Speakers, including school children, read poetry in praise of Assad.

“We support our leader and we do love him,” said Lamia Kinani, 50, a housewife, adding that the newly formed opposition Syrian National Council does not represent the Syrians.

The Syrian National Council, formed last week in Turkey, includes most main opposition factions.

No country or international body has recognized it as a legal representative of the Syrian people.
Demonstrator Annas Assad, 23, a university student, denounced the council as a “group of traitors and is a tool of the West.”

“Assad will remain in power against their will,” he said.

Assad still has the firm loyalty of the armed forces, key to his remaining in power.

His main base of support also includes Syrians who have benefited financially from the regime, minority groups who fear they will be targeted if the Sunni majority takes over, and others who see no clear and safe alternative to Assad.

The Assad regime charges that its opponents are not true reformers; rather, foreign-backed terrorists and agitators. The government claims it is the target of a foreign conspiracy because of its support for anti-Israeli groups like Lebanon’s Hezbollah and the Palestinian Hamas, whose leadership is based in Syria.

Although mass protests in Syria have shaken one of the most authoritarian regimes in the Middle East, the opposition has made no major gains in recent months, it holds no territory and its leadership is still fragmented, despite the formation of the new Syrian National Council.

Off course, one would argue that Mr. Sargon is not responsible for the hateful rhetoric on his face book page, but for a writer not to issue a repudeation to such vile message says a lot about the new litrerary treasure of Shabbe7a. In my view the regime is far for ‘desperate’. Yes, it could become if it does not implement the reforms quickly enough and looses the support of Russia and China. I was surprised to read that Emir of Qatar has asked the SNC to dialog with the government when the SNC had made it clear it refuses. Will the Arab league put the same request on the SNC soon as a condition of recognition?
The SNC is still struggling to find its voice and it may take a long time to get it. They refuse the use of violence against the government and it is increasing, they refuse foreign intervention and the opposition on the ground call for NATO to intervene. There are so many contradictions that they appear as signs of confusion and despair.
In the meantime, because of the increased pressure from China and Russia, we can see an acceleration of the reforms: A new constitution by the end of the year, elections committees being established, the party law etc…

Now we are in a race between the Government to make credible and acceptable reforms in the short time allocated versus the opposition to make a credible and united front in the same time.

BEIRUT: Iran is to cut its financial support for Hezbollah, the Kuwaiti newspaper al-Qabas reported Wednesday.

Citing well-informed Gulf sources, al-Qabas said Iran has informed Hezbollah that it will not be able to continue providing annual financial backing for the party.

The sources said Iran provides Hezbollah with roughly $350 million annually. The funds are earmarked for Hezbollah members’ salaries, families of martyrs and projects in Beirut’s southern suburbs, south Lebanon and the Bekaa Valley.

The sources cited two reasons for the reduction of financial support: Tehran’s cash aid to the Syrian regime as it confronts protesters, and the suffering of Iran’s economy as a result of global sanctions.

Hezbollah did not respond to The Daily Star’s request for comment.

A flagwaving cermony on 6 Jul 2011 in Aleppo brought out a crowd of “more than one million people” according to SANA at the time. Whereas the video of it showed it to be well less than a tenth of that. At that time on this board, I didn’t think SANA could make such a big error, intentionally or unintentionally, so I suggested it was perhaps a sort of lampoon or satire by SANA, satirizing the earlier worldwide report that half a million people demonstrated against the regime in Assi square in Hama.

Beirut — The death of 24 Coptic Christians in Cairo this week is the latest in a string of ominous signs that the once-inclusive Arab Spring may be turning against the region’s minorities — including burned churches, the forced removal of Christians from government posts, and sectarian clashes in the streets. It is a feeling shared by many Christians across the Middle East. Yet how can it be that in this age of popular revolution and self-determination, Arab Christians — whose communities predate the coming of Islam — find themselves out in the cold?

Religious tensions are common in many Middle Eastern countries. Indeed, this week’s deaths — caused by clashes between Coptic demonstrators and state security forces — was a tragic restaging of an all-too-familiar scene, in which minorities find themselves vulnerable to mob violence and the whims of their alleged government protectors. What is striking about the tensions of recent months, however, is how old sectarian notes are sounding amidst the new symphony of freedom. Syria’s Christians, who have long lived in fear of sectarian persecution, look upon the troubles of their co-religionists in Egypt with dread, and wonder whether their present security can withstand the fall of the Baathist state. The fate of Iraqi Christians is perhaps the grimmest omen of all; since 2003, about half of them have fled the country, driven out by ferocious sectarian attacks, and the remaining half marches on in dread of further violence.

What is behind all this? First, we must remember that Western nations have long showered attention upon Arab Christian communities. The courtship flowered during the nineteenth century, when the European powers relied on Christians as diplomatic and commercial middlemen in their dealings with the Ottoman Empire. This privileged relationship gave Christians unprecedented access to education, wealth, and influence. We may regard 1926 as a culmination of this courtship, when the French midwifed the birth of the Republic of Lebanon for their Maronite Christian clients, partly in response to the sectarian violence that had engulfed the region in the 1860s.

Animosities toward Arab Christians have ebbed and flowed over time, but a chronic anti-Western subtext has pervaded the region’s sectarian discourse. Of late, this static noise has become clearer and clearer amidst complaints against the U.S. and Europe, corrupt pro-Western governments in the region, and their alleged allies, including local Christians.

The second important factor is the habit of authoritarian regimes in the Middle East to foster ties to minority groups in order to offset opposition coalitions. In both Egypt and Syria, the government won the support of Christians in part by stoking fear of an Islamist takeover. This was especially true in Syria, where the Alawi-dominated Baath Party cultivated fellow minorities as a way of fending off the disenfranchised Sunni majority and its more extreme constituents, such as the Muslim Brothers.

In an atmosphere thick with anxiety, the regimes could portray themselves as guardians of secularism and stability — a wager the Christians could not afford to reject. Ultimately, however, it proved to be a deal with the devil. Despite pretensions of national unity, the regimes failed to suppress sectarian strife, as in Egypt; or they never bothered to truly delegate power outside a narrow religious clique, as in Syria. Fast-forward to 2011, the Christians’ regime loyalty has not only become passé, but perhaps even dangerous. During a time when many desire to settle old scores, the political ties that once shielded Christians have become a major liability.

The third and final factor in the recent sectarianism has been the slow death of Arab nationalism. For much of the twentieth century, nationalism was the prevailing ideology in many Arab countries. It represented an inclusive vision of political community for all Arabic-speakers — one which aspired to transcend ties of region, culture and even creed. It is no wonder that many of the founding fathers of Arab nationalism, such as Michel Aflaq, were themselves Christians.

After the defeat of 1967 and the collapse of Nasserism, Arab nationalism began to falter. New narratives of identity emerged in the Middle East, none more persuasive or vital than Islamism. At its core, Islamism regards the historical trajectory of the Middle East as being essentially coterminous with that of Islam. By proposing Islamic revival as the key to the region’s future, Islamism largely discounts the contributions of non-Muslim communities. As a result, Christians become a rather eccentric footnote in an otherwise triumphant tale of Islamic birth and renewal.

As we have seen, the problems facing Christians today are nothing new. They constitute roughly 10% of the population in both Syria and Egypt, and a paltry 6% of the wider Arab world. Some might dismiss their plight as a cause célèbre — a lamentable but manageable tragedy in a region brimming with more serious problems, like stagnant economies, nuclear proliferation, and rivalries between Sunnis and Shi’is. This is sadly misguided.

The safety of Arab Christians is important not just in absolute terms. Their treatment will help us answer bigger questions about the changes currently underway: Namely, will revolutionary movements give rise to democratic governments that uphold universal equality before the law, or to unstable, mercurial regimes that obey the whims of extremists? These are the signal questions facing Christians in the Arab Spring, and as of now, the new season’s forecast looks uncertain.

Washington Bombing Plot Is Out of Character for Iran’s Professional Killers

Just when you think the Middle Easy couldn’t get any weirder, along comes an Iranian plot to assassinate the ambassador of Saudi Arabia to Washington. The plot has was described by FBI Director Robert Muller as plucked right out of a Hollywood script — if so, it would be a truly awful Hollywood script. None of it measures up to Iran’s unsurpassed skill in conducting assassinations. As for motives, there are no convincing ones.

According to the Department of Justice indictment, an Iranian-American used-car salesman attempted to recruit a Mexican drug cartel to carry out the hit. Other parts of the plan included bombing the Israeli embassy in Washington, as well as the Israeli and Saudi embassies in Argentina. The Iranian was willing to pay the cartel assassins $1.5 million to murder the Saudi ambassador. But the plot came undone when the man representing himself as a cartel operative turned out to be a paid informant of the U.S. Drug Enforcement Agency (DEA). The Iranian, who confessed after his arrest, is now behind bars. The other man in the plot, a member of the Quds Force, a secretive special forces unit of the Islamic Revolutionary Guard Corps, remains at large.(Read “Did Iran Hire Narcos as Assassins?”)

Before examining these claims, it’s helpful to remember what we know about the Iranian unit implicated in the indictment: The Quds Force was responsible for the truck bombing the Marine barracks in Beirut. It was behind most of the kidnappings in Lebanon in the 1980s, including that of CIA station chief Bill Buckley. It organized the 1992 and1994 bombings of the Israeli embassy and cultural centers in Buenos Aires, as well as Khobar Towers in Saudi Arabia. And most recently, it undoubtedly was behind the execution of five American soldiers in Karbala, Iraq in 2007. In other words, the Quds Force has been happy to target the United States, Israel, and Saudi Arabia. But why so sloppy in this plot when their track record so clearly reflects a deadly professionalism?

In its 30-year history of attacking the West, the Quds Force went out of its way never to be caught with a smoking gun in hand. It always used well-vetted proxies, invariably Muslim believers devoted to Khomeini’s revolution. And when the operation was particularly sensitive, they gave the job to Lebanon’s militant Shi’ite Hizballah, organization the Iranians themselves had founded and which has an unsurpassed record in political murder. Hizballah has cells all over the world, including in the United States. But the point of it all was that if caught — and they were, more than once — Iran still enjoyed plausible deniability, a commodity in this business worth its weight in gold. So, if this plot was genuine, why didn’t the Iranians use tried and tested Hizballah networks and keep Iranian nationals, much less unknown Mexican narcos, out of it?(Read “Is Iran a Terror Threat in the U.S.?”)

The possible explanations are disturbing as the plot itself. One would be that the Iranian regime has lost control of the IRGC. In that scenario, the convoluted internal political calculus of Iran’s internal power struggles would prompt the faction the plot to have Iranian fingerprints all over this, in order to provoke a confrontation with Washington — in their minds, such a confrontation would be the only way to reunify Iranians behind Khomeini’s revolution.

Another possibility is that this is the work of the Iranian opposition, presumably intending to frame the regime, and draw the United States into conflict that would bring down the mullahs. The Iranian opposition group Mujahedeen e-Khalq, which remains on the U.S. list of international terror organizations despite a strenuous lobbying effort to get itself delisted, is perfectly capable of pulling something like this off.(Read “Political Fallout from the Assassination Plot.”)

No doubt, others will entertain all manner of theories about who might have been responsible and what agendas might have been served, by this plot and its exposure.

The space to watch now, however, is the White House. Attorney General Eric Holder implicated the Tehran regime in his Tuesday press statement, opening up the possibilities of serious retaliation. If the White House indeed makes the case that the Islamic Republic of Iran planned an act of war by assassinating the Saudi ambassador on its soil, it may not be able to restrict its response to escalating a sanctions regime that has proved ineffective in changing Iran’s behavior. Regardless of the question-marks over the plot, it could well prompt a serious escalation in an already tense standoff.

Iranian Terror Plot: Fake, Fake, Fake

Fake, fake, fake – I’m talking about the latest anti-Iranian propaganda coming out of Washington, which claims the Iranian Revolutionary Guards were involved in a “plot” to take out the Saudi ambassador to the US and blow up both the Saudi and Israeli embassies. The narrative reads like a formulaic melodrama: two Iranians, one a naturalized US citizen, purportedly approached someone they thought was a member of a Mexican drug cartel – according to the indictment [.pdf], it was a “sophisticated” drug cartel, not the plebeian sort – and proposed paying him $1.5 million to murder Adel al Jubeir, the Kingdom’s ambassador in Washington – oh, and by the way, the Iranians supposedly said, “Are you guys any good with explosives?”

The key to understanding just how fake this story is can be found in the New York Times report, which informs us:

“For the entire operation, the government’s confidential sources were monitored and guided by federal law enforcement agents, Preet Bharara, the United States Attorney for the Southern District, said in the news conference. ‘So no explosives were actually ever placed anywhere,’ he said, ‘and no one was actually in ever in any danger.’”

Translation: the whole thing is phony from beginning to end.

REPORTING FROM BEIRUT — Tens of thousands of demonstrators thronged the Syrian capital Wednesday without facing any threats of a police crackdown.

Those jamming into Saba Bahrat Square in Damascus rallied in rambunctious support of embattled President Bashar Assad, whose huge portrait, flanked by a Syrian flag, looked down on the multitudes as they chanted pro-Assad slogans.

The show of strength was meant to demonstrate that Assad maintains considerable support in Syria, especially in Damascus, which has largely been spared the violence and large-scale antigovernment rallies seen in cities like Homs and Hama.

The government has sponsored many pro-Assad rallies, but this appeared to be the largest to date — a fact that may indicate how seriously the regime takes the current challenge to its longtime dominance.

Some marchers, state media reported, also voiced their gratitude to Russia and China, whose double-veto last week scuttled a United Nations resolution that sought to condemn the Assad regime’s crackdown on protesters.

Both China and Russia have since urged Assad to implement reforms,though many anti-Assad activists view the two nations’ admonitions more as a belated face-saving tactic than a sincere call for democratic reform.

The Syrian government blames terrorists and “foreign interference” for the violence that, according to the United Nations, has left almost 3,000 dead since street protests began almost seven months ago.

The state news agency said more than 1 million people took to the streets Wednesday, denouncing “seditious calls for sabotage backed by foreign agendas.” The rally was organized via the social networking site Facebook, the government said.

One subtext was a rebuff of the Syrian National Council, the newly formed opposition umbrella group that seeks Assad’s ouster and plans to seek foreign recognition. Damascus appears to take the diplomatic threat seriously: The foreign minister has warned that Syria would retaliate against any government that recognizes the council as the representative of the Syrian people.

Meantime, Al Jazeera English reported that Sheikh Hamad bin Khalifa al Thani, the emir of the gulf state of Qatar, urged Assad to speak with the opposition group.

“If the Syrian government and the council, which I think has been given legitimacy from the protesters, can start talks on a new constitution to maintain the Syrian values and build its future, that would be a good step,” said the Qatari leader, who was an early supporter of the Libyan opposition council that ultimately supplanted Moammar Kadafi in Libya.

As “Arab Spring”-inspired protests gripped Libya, Kadafi’s regime also organized huge pro-government rallies in the streets of Tripoli, the capital. In Libya, the pro-Kadafi masses seamlessly dropped their green pro-Kadafi flags for the rebel tricolor.

But analysts generally argue that the Syrian government — with its professional army, its international allies and its considerable domestic backing — is better equipped than was Kadafi’s regime to survive the dissident threat.
